The Fourth Geneva Convention, adopted in 1949, sets out to protect civilians during armed conflicts, prohibiting murder, torture, sexual violence, forced displacement, and ensuring access to food, healthcare, and humanitarian aid.
Pierre Krahenbuhl, Director General of the International Committee of the Red Cross (ICRC), told Al Jazeera that conditions in Gaza remain “treacherous” for humanitarian teams. He warned that permissive interpretations of international humanitarian law are being used to justify attacks on civilians and hospitals, with grievous violations occurring daily. Krahenbuhl stressed that the ceasefire must hold and highlighted the painstaking efforts of the ICRC to return hostages to their families, repatriate deceased individuals, and support released Palestinian prisoners. He emphasised the urgent need for increased humanitarian aid, including rehabilitation of health facilities, restoration of water systems, and medical support across Gaza. Krahenbuhl also underscored the ICRC’s responsibility to access detainees, a right enshrined in the Geneva Conventions, noting that denial of access over the past two years is a grave concern. He described the human toll in Gaza as deeply traumatic and called for collective attention to protect civilians and uphold human dignity.
